How a Newport Residences Home Is Paid For
Because Newport Plaza is still being built, homes at Newport Residences are bought on the normal progressive payment scheme, with each payment tied to a point in the tower’s construction. It opens with a 5% booking fee when the option to purchase is granted and closes with a last 15% on the Certificate of Statutory Completion.
The Housing Developers Rules fix every stage and every percentage, and the table below sets out the standard schedule for a building under construction as it stood in October 2026. Read the cumulative column to see how much of the price has been paid by the time each stage is reached.
| Stage | Instalment | Cumulative |
|---|---|---|
| Booking fee, on the grant of the option to purchase | 5% | 5% |
| Sale and purchase agreement, within 8 weeks | 15% | 20% |
| Completion of foundation | 10% | 30% |
| Completion of reinforced concrete framework | 10% | 40% |
| Completion of partition walls | 5% | 45% |
| Completion of roofing and ceiling | 5% | 50% |
| Completion of doors, windows, electrical wiring and plumbing | 5% | 55% |
| Completion of car park, roads and drains | 5% | 60% |
| Temporary Occupation Permit (TOP) | 25% | 85% |
| Certificate of Statutory Completion | 15% | 100% |

The First Payments on a Newport Residences Home
Two payments are made ahead of any construction milestone. The 5% booking fee goes in cash on the grant of the option to purchase, and another 15% follows on the sale and purchase agreement, within 8 weeks, taking the total paid to 20% of the price.
Stamp duty is handled apart from this schedule: Buyer’s Stamp Duty, plus Additional Buyer’s Stamp Duty where it applies, is payable within 14 days of signing, so it joins the booking fee in the first outlay. The stamp duty rates and a worked example are set out on their own page.
Splitting the Newport Residences Price Between Cash, CPF and Loan
The cash portion of the buyer’s own money is set by MAS. With no housing loan outstanding, a buyer can borrow as much as 75% under the loan-to-value limit, leaving 25% to pay first; a minimum of 5% of that must be in cash, a requirement the booking fee already meets, and the remaining 20% can be paid in cash or from CPF Ordinary Account savings, subject to CPF limits.
| Borrower | Maximum loan | Own funds | Minimum cash |
|---|---|---|---|
| No outstanding housing loan | 75% | 25% | 5% |
| No outstanding loan, tenure over 30 years or past age 65 | 55% | 45% | 10% |
| One outstanding housing loan | 45% | 55% | 25% |
| Two or more outstanding housing loans | 35% | 65% | 25% |

Taking a 75% loan as the example, the booking fee plus the 15% on the sale and purchase agreement take the buyer to 20%; half of the 10% foundation instalment makes up the rest of the 25%, after which each certified stage is paid by the bank.
Drawing Down the Newport Residences Loan Stage by Stage
As each stage is certified, the developer issues a notice and the bank settles that instalment. During construction, interest accrues only on the sum disbursed, so monthly repayments start modestly and climb as the building rises. On a 75% loan, the bank’s first disbursement, at the foundation stage, covers only the 5% beyond the 25% the buyer has already paid. Repayments are amortised over the full tenure on whatever has been disbursed so far, and the bank’s disbursements total the loan amount rather than the full price.
First, though, the loan has to clear the Total Debt Servicing Ratio. All monthly debt obligations, including the new loan, must come to no more than 55% of gross monthly income, and the new loan is assessed at 4% or at its actual rate if that is higher. One or two borrowers can be tested on the TDSR calculator.
If a home is booked once some stages have already been certified, the instalments for those stages are paid according to the timetable in the sale and purchase agreement, often meaning a bigger payment near the start. With Newport Plaza under construction, the Sales Concierge explains which stages apply when a booking is made.
The picture changes for a buyer who is still servicing another housing loan. The loan-to-value limit drops to 45% and at least 25% must be paid in cash, so the initial outlay rises steeply, and Additional Buyer’s Stamp Duty may turn out to be the biggest single expense. An in-principle approval from a bank, sought before viewing, converts the stamp duty, booking fee and cash share into concrete figures, pending final approval and a valuation.
The Last Two Instalments at Newport Residences
Of the closing payments, 25% is due on the Temporary Occupation Permit and the final 15% on the Certificate of Statutory Completion. On the developer’s timetable, vacant possession is expected on 1 March 2030 and legal completion on 1 March 2033.
The reduced limits shape the entire plan: where the loan tenure exceeds 30 years, or the loan would run beyond the borrower’s 65th birthday, a first housing loan is capped at 55% and at least 10% must be paid in cash. The progressive payment calculator shows the amount and an estimated monthly instalment for every stage, the housing loan page covers the limits, and the Sales Concierge sends the price list on request.
