Can Foreigners Buy a Home at Newport Residences?

Foreign Buyers and Newport Residences

Yes. Newport Residences is a private condominium development, so its homes are open to Singapore Citizens, Permanent Residents and foreigners alike, with each buyer paying the Additional Buyer’s Stamp Duty that matches their profile. These are apartments, not landed houses, so a foreign purchaser does not need the approval that landed property involves.

The homes are freehold, held as an estate in perpetuity over Lots 595K, 596N and 950A of Town Subdivision 3, at 80 Anson Road in District 2, part of the Core Central Region. The vendor is Hong Leong Properties Pte Limited, a wholly owned subsidiary of City Developments Limited.

Stamp Duty for Foreign Buyers at Newport Residences

Every buyer pays Buyer’s Stamp Duty on the IRAS bands, which climb from 1% to 6%. On top of it, a foreigner pays ABSD at a flat 60%, whatever the number of properties already owned, and an entity pays 65%. These ABSD rates took effect on 27 April 2023 and are the rates as at October 2026.

Both duties are payable within 14 days of the sale and purchase agreement, so for an overseas buyer they come at the very outset, together with the 5% booking fee.

Free Trade Agreement Buyers at Newport Residences

Free trade agreements put some foreign buyers on the same footing as Singapore Citizens for ABSD: nationals and permanent residents of the United States, and nationals of Iceland, Liechtenstein, Norway and Switzerland. For any of them, a first home at Newport Residences therefore attracts no ABSD, exactly as it would for a citizen. Permanent Residents, for comparison, are charged 5% on a first home, 30% on a second and 35% on a third or subsequent one.

Spouses buying together may seek ABSD remission from IRAS if at least one of them is a Singapore Citizen and neither owns other residential property, so a couple with only one citizen between them can qualify. Every rate is on the stamp duty page, and the stamp duty calculator gives the BSD and ABSD for a chosen profile.

Housing Loans for Foreign Buyers at Newport Residences

How much a bank will lend is decided by two MAS measures: the loan-to-value (LTV) limit, which is set against the purchase, and the Total Debt Servicing Ratio (TDSR), which is set against income. With no housing loan outstanding, the limit is 75%, reduced to 55% if the tenure is over 30 years or the loan extends past the borrower’s 65th birthday. Someone already paying off one housing loan can borrow up to 45%, and someone with two or more up to 35%, in both cases with at least 25% of the purchase paid in cash.

Under the TDSR, total monthly debt repayments, the new loan among them, may not exceed 55% of gross monthly income, and the new loan is tested at 4% or at its own rate where that is higher. Variable and rental income count at 70%, after a 30% haircut, and a loan on a private home may run as long as 35 years. Age also plays a part: a borrower of 31 who takes a 35-year loan would be 66 at the end of it, and the tenure is over 30 years as well, so the lower band applies. Terms differ from bank to bank, so many buyers secure an in-principle approval before viewing, and the TDSR calculator provides an initial estimate.

Selling Later at Newport Residences

If a home is resold within four years of purchase, the seller pays Seller’s Stamp Duty: 16% in the first year, 12% in the second, 8% in the third and 4% in the fourth, with nothing payable after that, for properties bought on or after 4 July 2025.

Full loan rules are on the housing loan page, and the Sales Concierge sends the price list on request, together with the homes still available.

What Draws Buyers from Abroad to Newport Residences

Four things set Newport Residences apart: freehold tenure in the city centre, views over the Singapore Strait and the future Greater Southern Waterfront, a link bridge towards Prince Edward Road MRT, and the BCA Green Mark Platinum Super Low Energy rating, which the developer describes as a first for a private residence in Singapore. Freehold residential land in the Central Business District is rare, which is a large part of the development’s appeal, and the curved plan of the tower turns most homes towards the sea and Sentosa.

For buyers moving to Singapore for work, the address puts the office towers of Anson Road, Shenton Way and Tanjong Pagar within a short walk, with three MRT stations on foot. Residents are looked after by Premier Residential Services from a team of Residential Hosts, who arrange deliveries, transport, housekeeping and reservations, with third-party services chargeable, and every home has a smart home system run from a mobile app.
